SOMALIA: Somalia federal government signs agreement of cooperation with Somaliland

Ankara (RBC) After one day meeting in Ankara, the capital of Turkey, Somalia federal government has signed official agreement of cooperation with Somaliland, a breakaway administration in northern Somalia.

The agreement, which came in during a Turkish hosted talks on Saturday focused only on the collaborations and developments matters refraining to mention the sensitive issues of separation between the two regions.

Somaliland, located on the north of Somalia declared its Independence from Somalia in 1991 a year after the collapse of former regime of Somalia, but was recognized by any international organization or any state in the world.

In a communique signed by the interior minister of Somalia federal government Abdikarim Hussein Guled and the foreign minister of Somaliland administration Mohamed Abdullahi Omar, the purpose of the two sides talks was to reopen a dialogue after the change in leadership of the Somali Federal Republic and to establish a way forward for a dialogue.

According to the final communique which Raxanreeb Online obtained  the two parties (Somalia federal government and Somaliland government] agreed seven points those are as follows;

The two parties

1)  Expressed their commitment to the continuation of the dialogue.

2) Endorsed the content of Chevening House Declaration agreed on 21 June 2012, and the Dubai statement signed on 28 June 2012.

3) Stated that the dialogue is between the Federal Government of Somalia and the Government of Somaliland. The International Community that is supporting this process will only provide facilitation when is needed.

4) Agreed to encourage and facilitate international aid and development provided to Somaliland.

5) Agreed the need to consolidate a cooperation on security sector through sharing intelligence, training as well as scholarships for security sector professionals in order to become more effective in the fight against terrorism, extremism, piracy, illegal fishing, toxic dumping, maritime crime and serious crime.

6) Proposed to meet within 90 days in Istanbul at a date later to be agreed by the parties.

7) Agreed to refrain from using inflammatory language and other act which may put the continuation of the dialogue at risk.

At the signing this agreement, Turkish foreign minister was present as the president of Somalia and the Somaliland leader met Turkish prime minister Rajeb Deyib Erdugan and president Abdallah Goul.
