Although Khaatumo is an unrecognised regional administration formed in 2012, its leaders have brought to the attention of UN Monitoring Group on Somalia a Norwegian Oil Company’s dealings with Somaliland administration.
The former Khaatumo President, Mohamed Yusuf Jama, sent a letter to the executive Chairman of DNO International. President Jama’s letter highlights the “oil production sharing contract’ Somaliland administration entered with DNO International. President Jama’s letter and a letter from Osman Hassan, Khaatumo Forum chairman, were published in the Report of the Monitoring Group on Somalia and Eritrea pursuant to Security Council resolution 2060 (2012).
Norway has long been considered a promoter of conflict resolution in war-torn countries. The move by one of its companies to sign a contract with a Somali break-away administration and aim to begin prospecting for oil in a land contested by clans will damage Norway’s image as a peace-loving nation.
